This "aircraft" looks like a man sitting on a chair. It is however a fully flyable aircraft, although its function is to be placed (by slewing) in a position to view a virtual air display from the ground. It has been designed specifically for spectators at Bill Casey's Annual Vatsim Sywell Virtual Air Display.

In 2D cockpit view, you can pan around 360 degrees both horizontally and vertically without any obstruction by cockpit structure or panel. there is no 3D view, but external view and Control Tower view work as normal for FS9.

being an aircraft, it can indeed be flown if you want to. Use the minipanel (press the 'W'key in 2D cview) to see you altitude, speed and heading etc.

Unzip the downloaded zip file into a temporary director and move the resultant "Spectator" folder into your FS9/Aircraft folder.

In FS9, select it by opening the Aircraft menu and scrolling down the manufacturer list to "Unreal Aviation", and selecting "Spectator". key 'Y' to set Slew' mode and use the arrow keys to move it about. Key 'Y' again to use it for watching the display.
